The account is delinquent for taxes in the amount of $758.33 . Mr. Rucker advised there was a mortgage on the home and is trying to refinance the mortgage. Mr . Strohmeyer inquired how he could have a mortgage when he does not own the property . Discussion ensued regarding the purchase and mortgage with the loan compan y . Mr. Rucker adv i sed he lives in the home. Mr. Strohmeyer advised Mr . Rucker that he pays if off the taxes the house will go back to the mortgage company, not him. That Mr. Rucker is paying the taxes for the mortgage company . Mr. Strohmeyer stated he had never seen this situation before and advised Mr Rucker that possible he . i f should try to buy the house at the auction and it would be his . Mr. Rucker advised that 2 = Page 2 = when he paid the mortgage company he thought the taxes were being taken care of in that payment. Mr Rucker stated . he bought the property from a private owner years ago . Mr Strohmeyer recommended that the account be removed . from the auction to further research the matter. Mr. Jackson stated that somehow these parcels were missed in that they are dealing with 400 parcels. Mr Jackson advised they are willing to pay the back taxes but . were requesting that the penalties be removed . Mr. Strohmeyer advised Mr. Jackson that the Trustee Committee has no power to remove the penalties because they are statutory penalties. Mr Stohmeyer advised that the taxes are . approximately $20,000 00 . in taxes and $9 000 00 , . in penalties and costs. DEMOLITION PROGRAM: Mr Mitchell reported that Hayes Contracting had a contract . in September and put it on hold until probably the beginning of November of 2015. They started on it and then quit after Thanksgiving and just started again about a week and a half ago. Hayes has requested jartial payment for the eight (8) structures that they have completed. They have done 503 , 507 N . 41 st Street 6 I 5 North 76 Street, 818 , N. 69th Street, 314 N. 69th Street, 310 N . 69th Street, 748 N . 55th Street and 503 N . 49th Street. Mr. Mitchell advised that the properties are complete and graded and provided photographs. Mr Mosley . , Jr . commented that Hayes had drug this project out and feels that holding the payment wo uld give some incentive to complete the project. Mr Mosley, . Jr. stated that he hoped the Committee would not approve this request. Discussion ensued with questions and comments from Mr. Crawford, Mr. Mitchell and Mr. Strohmeyer Mr. Mitchell advised that the have about six . (6) to go and grading on another five (5). No action. Mr Mitchell advised that the contract for Washington . Park has been put on hold for review and approval by the State 's Attorney . Discussion ensued regarding whether or not Mr Mitchell's contract . is still in effect for East St. Louis to put together the next project.
